Veiledning til DPIA og personvern

Det finnes mange veiledninger om personvern. Likt for de fleste av dem er at de er tekst på en webside eller et pdf-dokument på x-antall sider. Disse veiledningene er notorisk ganske vanskelige å lese for deg som ikke er en skikkelig nerdete fagperson.

Felles for disse veiledningene er også at de som lager dem, ofte bruker mye tid på å lage veilederne. Noen ganger betyr det at de ikke får snakket så mye med de som skal bruke dem, eller satt seg så inn i hva de sliter med, som de kanskje burde.

Begge disse tingene har vi i SkoleSec lyst til gjøre noe med i veiledningen til den nasjonale DPIAen.

Vi åpner rett og slett opp for at alle som vil, kan ha live veiledning med oss i et streamet og live webinar, hvor vi i SkoleSec rådgir direkte på temaer som dere lurer på.

Øvre Eiker var første kommune ut. I dette webinaret diskuterte vi forskjellen på behandlingsprotokoll, en DPIA og en ROS. Dette er et spørsmål mange har, og det med rette. Det er nemlig en del overlapp mellom de tre som gjør at det kan bli gjentagelser. Og da er det vanskelig å vite om du har «gjort det riktig». 

Så ta en titt på opptaket for å få en bedre forståelse av forskjellene. Og for deg som bare leser dette nyhetsbrevet, husk på at en DPIA, en ROS eller en behandlingsprotokoll er der for å hjelpe deg å få kontroll. Ikke føl at du MÅ følge malen. 

Poenget er at dette er verktøy som skal hjelpe deg å vurdere risiko eller få oversikt over hvilke personopplysninger du behandler. Hvis malen kommer i veien for det, har du lov til å endre malen.

Birkenes var den andre kommunen ut. Birkenes er en liten kommune hvor det er én person som jobber i en 10% stilling som har ansvaret for det meste innen personvern, informasjonssikkerhet og konfigurering av Google Workspace for Education. 

Det er en vanskelig (les umulig) oppgave å løse personvern på en optimal måte når du har så få ressurser. Men Birkenes er ikke alene. Det er nok flere andre kommuner som kan kjenne seg igjen i dette. 

I dette webinaret snakket vi om to ting: 

1. hvordan sørge for å plukke opp alle endringene i Google Workspace for Education (endringshåndtering) på en god måte, og
2. hvordan forholde seg til anbefalingen fra DPIAen om at tilleggstjenestene som YouTube og Google search and assist ikke bør brukes.   

Så hvis du ikke skjønner hvorfor vi i det nasjonale DPIA-prosjektet har kommet med anbefalingen at tilleggstjenestene ikke bør brukes, er dette webinaret du bør se på. Dette er også webinaret for deg som hører anbefalingen vår og kun får med deg den tabloide overskriften «YouTube er ulovlig!».

Guidance for DPIA and Privacy / Data Protection

There are many guides on privacy. What most of them have in common is that they are text on a webpage or a PDF document of x-number of pages. These guides are notoriously quite difficult to read unless you're a real nerdy professional.

Common to these guides is also that those who create them often spend a lot of time making the guides. Sometimes this means they don't talk as much with those who will use them, or get as deep into what they struggle with, as they perhaps should.

Both of these things are something we at SkoleSec want to address in the guidance for the national DPIA.

Live webinars with one-on-one privacy advising

So how do we provide guidance that isn't a lengthy PDF document and where we talk directly with you who will make the DPIA your own on behalf of a school owner? The solution is to test out live webinars where we advise those of you working with privacy compliance in municipalities directly.

We simply open up for anyone who wants to have live guidance with us in a streamed and live webinar, where we at SkoleSec provide direct advice on topics that you are curious about.

Øvre Eiker was the first municipality out. In this webinar, we discussed the difference between a record of processing, a DPIA, and a ROS. This is a question many have, and rightly so. There is indeed some overlap between the three that can lead to repetitions. And then it's difficult to know if you have "done it right".

So, take a look at the recording to get a better understanding of the differences. And for those of you just reading this newsletter, remember that a DPIA, a ROS, or a record of processing is there to help you gain control. Don't feel that you MUST follow the template.

The point is that these are tools meant to help you assess risk or get an overview of the personal data you are processing. If the template gets in the way of that, you are allowed to change the template.

Birkenes was the second municipality out. Birkenes is a small municipality where one person in a 10% position is responsible for most things related to privacy, information security, and configuring Google Workspace for Education.

It's a difficult (read impossible) task to solve privacy optimally when you have so few resources. But Birkenes is not alone. There are probably several other municipalities that can relate to this.

In this webinar, we talked about two things:

1. how to ensure that you pick up all the changes in Google Workspace for Education (change management) in a good way, and
2. how to deal with the recommendation from the DPIA that additional services like YouTube and Google search and assist should not be used.

So, if you don't understand why we in the national DPIA project have come with the recommendation that additional services should not be used, this is the webinar you should watch. This is also the webinar for you if you hear our recommendation and only catch the tabloid headline "YouTube is illegal!".
